fix: added allowCreate as a samlClientRouterOptions of type string

wenn allowCreate nicht gesetzt wird setzen wir es auf false, damit ein valider authnRequest rausfällt.

Ich habe die Property optional gemacht, damit es backwards-compatible mit den anderen Implementationen ist
